We have the same issue. In Website preferences the "Paypal account optional" is enabled, which suppose to allow clients to pay using their credit cards WITHOUT having a paypay account nor having to register for a new paypal account. after clicking the paypal payment option in odoo and pay button, the following window appears. then when you click create an account, the following page appears
