@allanong If you were charged a fee then it was not a paypal dispute. It must have been a chargeback which means that the buyer funded their paypal payment via a card and they went straight to their card issuer and raised the chargeback. If that was the case then that card issuer and not paypal makes all the decisions and that card issuer charges you the fee. All paypal can do is pass on any information on your behalf to that card issuer. If the buyer states it was a mistake then as soon as they were refunded they could have just paid you again.
