I just got off the phone with ACI and this is legit letter you need to call to fix the problem. It took me about 5 min to get this cleared up. Someone opened a PayPal account in my name and had a balance of $1500 on it. ACI took care of contacting PayPal to let them know this was not me and that was all i had to do. She said there was nothing else I needed to do, but I could mail the bottom of the letter checking that this is not my debt (which I did)
