I received the free $5 gift and when I tried to spend it buying in-game items from Genshin Impact or other mobile games, it doesn't let me. Also, I tried sending the money which is already converted to PHP to my friend but it asked me to link a card/bank first which I did afterwards. Now I already linked it with my Visa card, it gave me an error saying the payment is declined. Tried multiple times and got the same issue. How can I spend that free money if it won't let me?
