I have the same problem with Chrome and have had this problem for years. I have in my sign-in notes for Paypay to not use Chrome. Edge or IE work just fine but never Chrome. I only use it when I am paying in eBay and if I forget and use Chrome it all looks good using Paypay to pay for my eBay purchase until I click the final make the payment button and then it just spins and never stops. This happens on multiple computers and over years now.
