Immediate Limitation upon Account Creation.

I got a permanent limitation simultaneously when I created my account. I wanted to set up a small business account for future endeavors.  This is the first time I've done anything with Paypal.  I put in the information as requested, and saw no red flags indicating a problem.  But upon setting up the account, I went to my email and got this message: "You can no longer do business with Paypal."   I didn't even START using Paypal yet!  I got this message before I even got the message to confirm my email for the account or entered bank info.   So now I have this permanent limitation, there is NO explanation on what went wrong and no mentioned process on how to fix this, or even if there is a process.  Just a message saying: "After a review, we've decided to permanently limit your account due to potential risk. You’ll not be able to conduct any further business using PayPal."   There was no review!  No person consciously looked at the information and decided there a problem - and there was no activity yet to look over; some computer just compiled the message and threw it at me before throwing me out. Now that it's shown they put that in an automatic message, I will assume any message from Paypal is dishonest if it begins with "After a review."   There was no indication that I did something wrong.  The setup process asked for info, and I gave it. No message stated there was a problem to resolve before going further, only the immediate freeze.  No details other than the very broad, generic phrase "potential risk" is given. No process on how to fix this is given - the help/resolution center is useless with its basic details on the subject. How could I have any activity that broke the User Agreement?  I put in nothing false; there's no transactions of any kind. If PayPal needed more information and verification, why was that not requested or stated first before an immediate suspension?   This is horrid treatment for a newcomer.  I set up an account showing I'd like to start using Paypal, and the company basically set its computers to spit back at me, "No, we will never let you."  As if I'm assumed to be criminal. Ironically, my Home page still has the message "Hi, glad you joined us."  ... No, you're not.   ...So what now?  (Apparently this happened to someone else before, but there's no info of the cause or the solution) ... View more
