I reported the problem to PayPal and registered the dispute have also spoken to them in person, The dispute process is automated and checked by computer and as the IP address for my mothers computer was the same as the account address the computer reply tells me that the payment is upheld. When I asked quite firmly the PayPal person confirmed that all the information I put in to support the claim was not even read.!! The whole case has now been taken up by the fraud section in BT. Have changed passwords and cancelled my mothers debit card. .I think as well as the fraud team that as the more elderly people are now using computers,many just for Skype as my mother does this may be a potential new and quite prevalent scam
