I purchased an ELECTRONIC MOUNTAIN BIKE (I thought) and payed with PayPal. I was under the impression that when I use PayPal there was some protection on the purchase. I always thought that using PayPal lent some legitimacy to a purchase. A month later I found out: 1) that this business was located in China, 2) I found what looks like a history of fraud online related to this company, 3) I received in the mail a small package of medical masks probably worth maybe 5 US dollars. I have been able to communicate with a representative for this company via email, but they offer excuses and it seems like to me this is a scam involving fraud. I even found online other documentation of purchases similar to mine in which a very similar bait and switch occurred. The last communication I had with this company they offered to refund half of the purchase price of the item ($85). I am reading on PayPal they they want you to work with the seller to resolve any issues, but now can you do that when it is a case of fraud? I am reading posts on this community billboard that say that PayPal is not known for resolving these issues successfully. The seller offered to refund half of my money. That was when I started investigating on PayPal on how they could help resolve this. Anybody have any idea on how I should handle this situation?
