Sell Sent Incorrect Item - Refuses Refund and Bloc...

This is a long history, but I will attempt to hit the highlights.   On August 24, 2020 I agreed to purchase a "NVIDIA RTX 2080 Ti" from a seller.  I received the item on August 27, 2020 and it arrived defected.  I reached out to the seller via email expressing my concern.  I worked with the seller for troubleshooting options which did not work and the seller agreed to a refund.  I sent the "NVIDIA RTX 2080 Ti" back to the seller and she confirmed she received the item.  However, she would not return my money.  She offered to send me the new version of the card that was being released in September 2020 "NVIDIA RTX 3080" and I agreed to wait.  After a few weeks, she was unable to obtain one of the new items even after claiming to work for NVIDIA, she did not.  I kept requesting my refund and she would give me excuses such as there were fires in California preventing her from returning the money, family emergencies and even went on to say she needed her husbands permission.  During this time, she sent me a "RTX 2080" that was is fair condition.  Highly used and missing screws.  The bracket was bent when I received it.  I filed a dispute about this transaction and PayPal sided with the seller.  After several attempts at trying to obtain the "why" PayPal sided with the seller, I had no luck but PayPal agents would continue to reopen the case.  This went on for months.   I finally found out (from collections) that PayPal was siding with the seller because the seller was saying the "RTX 2080" she sent was the product as described but the transaction clearly states "NVIDIA RTX 2080 Ti."  PayPal agreed to reopen the case but would instantly close the case within about 12 hours.  The email about the case being reopened instructed me to file a report involving a government agency, which I followed through.  Provide supporting evidence of the item that I should have received and evidence of the item I still currently have that I have been trying to return but the seller has blocked me from phone calls, text messages and will not respond to emails.  PayPal even provided me with another number in which I reached out to the seller and she responded claiming I had the item we agreed to, which again, I have proven I do not have.     On August 12, 2021 9:01AM Central Time I received an email from PayPal instructing me about the government agency and providing proof.  I filed the IC3 Complaint form and uploaded the document through a chat as instructed.  I also submitted nearly 20 other items.  Among those items were tracking numbers, screenshots of text messages, email threads and pictures of the product I should have received along with pictures of the item I actually received.  The email informed me I had 10 days to upload the documents in which I uploaded everything on August 12, 2021.  On August 14, 2021 2:55AM Central Time, my case was denied.  I reached back out via the message thread on my account and the agent confirmed I had submitted the documents before the deadline.  This agent reopened the case and I received another email on August 15, 2021 9:56AM Central Time informing me PayPal had received my appeal.     Today when I reached out to PayPal to check the status of my case, the online agent informed me I lost the appeal due to failure to upload the documents requested.  However, I have the conversation from other agents and recorded phone call confirming PayPal has received these documents.  Every time I have called, PayPal agents have informed me that PayPal would send me the sellers shipping address and information.  Once I shipped the item, send the tracking information to PayPal service email with the information about my case and a refund would be issued.  However, PayPal has yet to send me any official email with return instructions.   I have spent hours on the phone, hundreds of messages online and countless attempts to just try to return this item in an official manner.  I can't even call PayPal as the automated messaging sends me to PayPal's financial institution for payment.     Any help would be much appreciated.   I have attached a couple images of the product I should have received versus what I actually received but if I need to upload any correspondence between the seller and I or PayPal and I, I would be more than happy to do so.   RTX 2080 - Received RTX 2080 - Recieved RTX 2080 - Received NVIDIA RTX 2080 Ti - Agreed to Purchase ...
