How does Paypal make a ruling on a dispute by only a tracking number? The dispute was that I didn't get everything I ordered. I ordered some items from a vendor and I received what was supposed to be 4 different tracking numbers. (There were only 3 unique ones.) Basically the vendor only created a label for these and sat on it for a month. He then said he was fixing the issue and one of the tracking numbers now had activity on it. I received a box with that tracking number, but only a subset of what I bought. The vendor would not return and correspondence. I opened a resolution ticket regarding this. The vendor never responded again so I escalated. Yesterday I received a mail saying the dispute was closed because the seller was able to give a tracking number! In my write up I said there were tracking numbers for the items I never received that just had labels created. I bought an item on ebay last month and didn't notice this was the same people. They were able to manipulate the way ebay records that it was delivered by sending the item to themselves. Ebay thinks the item was delivered, but if you look closely, it was delivered back to the address the vendor is at! How can I talk to a human at Paypal to get them to understand the situation?
