Whom is responsible when scammed?!?

I purchased from a website whom allows payments via paypal. That was why I trusted this company, because I thought my money is safe with PayPal and Paypal would never do business with scam businesses. Well, I was wrong. I never received a shipment email so I started investigating. I emailed the company's help center (the email was in my order confirmation email) and the email was returned. I tried going to the website. GONE!!! I filed a dispute with PayPal and it was denied due to the company being able to provide a fedex tracking number confirming the delivery. The tracking slip stated it was delivered to a business and it was very vague. Looked fake to me. I filed a claim with FedEx to explain what happened. They also denied stating "the shipper must file all claims as per our contract agreement with them" whatever that means. So what now? Has anybody dealt with this before?
