My issue is even worse. I am not able to change the shipping address selected. When I click "Change", a list of the gift shipping addresses appears but no matter which one I choose there, the shipping address stays the same. I tried setting default address in my address book and everything else - nothing helps. Paypal tech support personnel was not helpful at all. They told me standard stuff (like to clean cookies in a browser or use another one etc.). Then they made me feel that my issue does not bother them at all and there is no reason to contact them again. I guess at this stage the business has a big inertia and will continue running for some (perhaps relatively long) time without any effort. Then it will die. Competitors could make it sooner if they appear. I wish it to happen.
