It looks like I have been deceived by someone, who received the amount I sent via a friend's PayPal account. I would like to find out who's behind that account, but PayPal only takes inquiries from email addresses issued by the US Government, as far as I was able to find out. Is there any other way to find out what I need to know? I'm not a US citizen and don't live in the US. I greatly appreciate all your help.
