Hello, I very recently tried to receive payment from UpWork. But it was cancelled with the error message : We attempted to process your recent payment request but unfortunately it failed. The reason for returned funds: Unable to apply funds. I contacted UpWork and they said that the problem was with PayPal. My account might not be fully verified, I do not currently own an international credit/debit card and being from Nepal, I cannot link my bank account to PayPal. But even with unverified account, I should be able to receive Payments and use the balance from PayPal right?
