PayPal is refusing to refund money stolen from me.

On April 16th, out of the blue, Dell took £289 from my PayPal account. Paypal then took the money out of my bank account on 21st April. I haven't bought anything from Dell since last August, and I haven't set up any credit or payment scheme with Dell. I opened a PayPal case saying that this was an unauthorised transaction. A few hours later, PayPal rejected my claim, and said that: "We've completed our review of your unauthorised activity case, and we've determined there was no unauthorised use." Just like that! There WAS unauthorised use, otherwise I wouldn't have opened a claim. PayPal immediately dismissed my claim, implying I'm a lier. I can't see any way to appeal the decision. I tried phoning PayPal and all I get is an automated voice on a loop. When I try to use PayPal's message facility, it says that it is not working at this time. I am disgusted. I cannot believe how PayPal have treated me. I have been a PayPal customer since 2006. I've paid them thousands of pounds in fees, and they treat me like this.
