I ordered a tool box, a rolling cart with drawers (not a hand held box), tracking number says that the item was delivered however it was not. I thought I was buying the box from a reputable United States company, but when I got the confirmation and saw the seller was Chinese I got concerned, and went back to the site and was redirected to a womans clothing line. I then recieved an alert from UPS saying the package was delivered, however it was not. After checking the tracking number the claimed weight of the package was 2.6 lbs, NOT the correct weight for a rolling tool box. Yet paypal declined my despute because the tracking number says "delivered" How do I dispute the resolution? Clearly there are things that do not add up, paypal has a scammer on the site who is very good and they need to address this!
