I have an unclear problem that I can't see its origin, I made a paypal account to send an invoice to the place I am copywriting for and they told me it's not working as paypal refuses to complete the process so I sent an Invoice to myself to see what is the problem and I got an email saying "we identified a risk preventing us from completing this payment we apologize for the inconvenience" so how can I know what kind of risk is that and how can I solve it ?
