Unfortunately, there is no way Paypal can do anything about what seems like a scam to you. You have to go to court and you should first of all present evidence to that. You really shouldn't be making such accusations at all, because at worst, Brtainety could sue you for false accusations. You might argue that the victims of the alleged scam are more often people with an IQ below 100. But that doesn't mean that Brainety is scamming stupid people, or even exploiting lower intelligence for its own enrichment. That's how it goes in the world, that low-intelligence people behave according to the proverb: He gained little, and lost it quickly.
