Have you tried to contact the merchant so they can cancel the transaction and you can re order it? If in case, it shows as completed then you can ask not to deliver and ask the seller to refund. However, delivery partners may not be having any options to change the billing address. If the seller doesn't responds and you never receive the item, then yes, you can file dispute, if the transaction was made as "Goods or Services". You can file dispute here.
