Hello, I have bought a graphic card from a user on germany clasifieds with buyer protection. The person had multiple card and another friend of mine bought once card from the same user (as friends and family). The seller confesed to him that he is a scammer and that his money is lost. When I heard that, I went ahead and reported the seller/email and selected it as a unautorised payment (I wrote in the note that the seller is a scammer so paypal can limit his account so the money can be returned to scamed people). The paypal returned a message saying to me that it was not an unautorised payment. Now I wanted to open dispute to item not received but I cant since its allways opening the old closed dispute when I want to open new one. How can I open another dispute on the same transaction ?
