Why does my PayPal Mastercard sometimes default to request a PIN in a physical shop (for example for a £20 transaction), then when I enter the correct PIN the screen on the card reader refreshes and asks for me to re-enter the PIN. I do that for the second time and it then declines the payment. I have many £thousands in my PayPal account and the card is linked to a bank account and bank card both with money in. So what is the reason for the decline? Any ideas? Otherwise it usually works fine.
