I called about a $24 hold on my account and they amitted over the phone, have recording as well this does not apply to all users. Paypal has began targeting sellers who do ot meet their standards and I for one will no longer use their service. I have been on ebay since 2001 and began using Paypal as well. It made sense, now all that is happening is they are making interest off of your moeny for 21 days from my standpoint. I have contact local counsel and will follow up with local new team that investigate this acts of wrong doing with businesses.
