I already did that twice. The automated system is not offering the claim option. And, because the tracking number shows order fulfilled, PayPal has determined that my dispute is resolved. I even have a note that says the other items will be delivered in a separate package. But, I can't explain that to anyone because it's all automated. So, PayPal is now protecting the thieves? ... Hi  I placed an order with THE WATER GUYS for $179.99 on Dec 10th, 2020. They said due to the holidays, it would take 2-3 weeks for my package to arrive.  A package with only half of my order arrived January 14, 2021. Over a month later.  They included that there are items missing and would be shipped separately.  (But, the items listed are not what I ordered.)    So, I filed a dispute with PAYPAY twice to no avail. I want a refund for the missing items. PAYPAL claims my purchase does not qualify for Payment Protection. Why not?  They are a merchant doing business via PAYPAL. Why would PAYPAL condone such illicit activity?    1) I have not received my full order in OVER TWO months. 2) PAYPAL has closed my dispute. Saying this dispute has been resolved. 3) PAYPAL shows "TRANSACTION COMPLETE."    NOTHING has been resolved nor completed. I have 20 correspondences with Marilette at The Water GUYS since DEC 2020. The worst part is, after I requested my tracking for the 2nd package, she sent the tracking number for my January package. She also informed me that I cannot get a refund once the order is sent in and "being processed," but I can return the items for a refund.   What irks me is that BOTH PAYPAY AND THE WATER GUYS are conducting fraudulent business practices.  THE WATER GUYS did not fulfill on the contract. And, PAYPAL is complicit in condoning it.  They are holding my money for over 2 months and the products they were supposed to send 2 months ago.  I want my refund of $120.00 at this point. What do I need to do? Spend $2,000 to sue??  And, whom would I sue? The automated "assistant" is a computer program.  What happened to the toll- free number for PAYPAL?
