When I attempt to pay an invoice I received, I get this message: "Sorry, this payment can’t be completed due to regulations." When I attempt to open a ticket regarding it in the Resolution Center, I get this message: "Unable to complete your request. We’re sorry, you can’t file a case on this type of transaction." I have never had an issue before regarding making a payment towards an online purchase. I last used my account 3 days ago without issue. So what is the cause of this? What regulations are they referring to? Is it something on my end or the seller's? How can it be resolved?
