I used PayPal to pay for a coat, and the item that arrived was not only incorrect, but damaged. A button had already fallen off. The seller is refusing to refund, so I said I would open a dispute. But, though I have an email from PayPal confirming the purchase and a transaction ID, the purchase does not appear in my PayPal account, so I can't open a dispute! I don't understand why this is happening. Has anyone experienced this?
