I guess, I have been cheated by a person, who claims to be from Cameroon. He posed as seller of a rare African plant seeds. I got tempted and paid him USD 100. He is coming on what's app messages, and refusing to send my seeds. Now he is asking for another USD 100 to ship seeds. He is speaking to me over What's app voice but refusing to come over Video call. I am quite clear, that he has already frauded me.. Is there a possibility to retrieve my money..? I am unable to contact PayPal for any help
