Pay Pal closed the case without even giving me the option to review the case.  I contacted Paypal on phone and let them know how they are helping scammers by limiting buyer's options, agent opened my case so that i can change it to "Not as described" and attach proof.   Now Seller has agreed to refund my money provided I return the item to him (to china), so I was **bleep** off and contacted Pay Pal again to let them know that i am not paying for postage (what is the use of asking for refund when i have to spend money to send the item back that i never ordered. So Pay Pal has offered Redemption of Postage, once I provide the proof of postage. ... View more

How to file a second dispute for a transaction

Hi,   I filed a dispute for a transaction dated 18th Oct for "Items not Received", It took Pay Pal more than two months to look into it, now I received the items on 16th Dec but seller sent me Teeth whitening strips instead of Car Audio Touch Screens, Pay Pal has now declined my dispute stating that items have been delivered.   I did send all the pictures of the item i received stating that it is significantly not as described, but still Pay Pal acted deaf and declined my dispute. Now I want to file another dispute under "Items received significantly not as described" but Pay Pal is not letting me file a dispute because I have already filed a dispute for this transaction.   Seems like Pay Pal is helping all these scammers instead of customers.   Please let me know if you had the similar experience and if you were able to resolve it.  Thanks in advance.. ...
