I didn't even use Paypal. Turns out that Ebay is automatically making all transactions go through PayPal. Someone broke into my ebay account and made a purchase with address in UK. I live in Canada so that's definitely not me. Ebay said file dispute with PayPal. PayPal said they are not going to open dispute for me in the beginning, say because I didn't use them directly. When ask for former letter of rejection to show my bank. They are now ok me filing a dispute. I entered my credit card number through secured login, and all other information, then I waited for...3 hours!!! I understand it is holiday, but consider that dispute team cannot contact me for 3 hours, and I have to sit in front of computer, clicking away the notice to automatically close the chat message every so often, this is really unreasonable. If you don't have the people to deal with this, where is the form and email to send in information to open a dispute. This is 2020, you are a big business that must have deal with thousands of similar issues by now. I can only guess this is deliberate. Fine, I will do it again, tomorrow, and the day after tomorrow. At least my bank can see I did try.
