I had the exact same problem with a google device I ordered. Filed a dispute within 24 hr. of realizing it was a scam. The scammer then sent from China a cheep Iphone case instead of the $150 device I ordered. I don't even own an Iphone. Pay Pal found in favor of the scammer because they sent something. Pay Pal does not care that it was a scam. I sent them all the documents and they ignored them. I will not be using Pay Pal anymore.
