You have to escalate the claim through PayPal. Note that there is a time limit to do this an you have to be fast at the trigger. The seller claims that they have delivered and provide a track reckord that verifies that they sent something and you recieved it. You have to provide PayPal with information about the purchase. What you ordered and pictures of what you got. Often the use a cheap transport using surface mail and h0pes that the delivery time exceeds 3 months. To be absolutely sure the sometimes provide a "tracking number" long before they actually send something. Note that there is two different ways to escalate through PayPal and the automated process can't handle the case that you don't get what you ordered. Goods not recieved contra delivery don't match order. I have had to reopen the claim a couple of times since the transport was overdue and delivered goods didn't match. You have to get harder on PayPal an renew you claims. I am sorry to say that it isn't easy but I always file a complaint when affected by fraud.
