I had the same issue, I could not find any answers anywhere, I called the customer support and was on hold for more than 50 minutes, eventually the agent said she will send me a solution, she sent me instructions on how to set up the account which was what I had already done, this was completely useless. I did not give up and scheduled a call back, and the agent who called me back after 2 hours, just heard me say hello and hang up on me. The customer service for PayPal has been and continues to be one of the worst in the entire industry.
