Haven’t received my complete order

How can I speak to a real person? My son used my account to order these 3 ornaments for 49.00 🙄. I immediately when on PayPal and tried to figure out how to cancel the order . I couldn’t figure out where to go on the site so I went to the resolution center and explained what he did and I needed to cancel the item . Well it didn’t get canceled they investigated it and decided   it wasn’t fraud which that wasn’t what I was trying to do . Misunderstanding if only I could have called someone at PayPal. So in the meantime the package came and they sent me 3 pens and no ornaments to go with the three pens .  I emailed the merchant and sent him a picture of the package  with the three pens next to it and a ruler to show him that 3 ornaments would have never fit in the shipping package. He never got back to me. So I tried in the resolution center to file a dispute but it wont let me because the order number is the same as the fraud dispute and it’s already been investigated.. if onlyI can speak to someone ?
