PayPal is now asking me to report the fraud to the police before they will resolve the case. Is this happening to anyone else?

After receiving the miniature bonfire knockoff product, I began communications with Keidson on Oct 1 via the PayPal app and email. After unsuccessful result, vendor insisting I return the product to China for refund. It was mailed to me from Rosemead, CA. I escalated to PayPal Resolution Center on Oct. 16. They asked for additional photos and info, that was already in all of the communications. Including a link to this community page. They are reviewing !! Hope to be able to report a positive resolution soon.
