For the record I'm in Czech and Austria but they PayPal is a German company that speaks only German, loos connection with the U.S. They also refused to refunde on a scammer who sent item to a different address. After involving police they backed off and reversed the payment.

Willing to join the class action. My experience with PayPal Germany was one of two tails. First the assure you a refund is pending only to back off on the same, And revise the buyer protection policy. As item was refused

Not according to PayPal buyer protection in English this is: "I've checked the case again and the decision is in your favor met. Since the buyer has refused to accept the goods, this becomes the case thus closed"

Same here new to Germany, PayPal refunded a buyer which refused the package that cost 30Euro to send. After Refunding they sent me this letter, despite being in breach of their own policy.

That is great, in my case they decided against their own Buyer Protection. Perhaps lawsuit is the only option?
