Hi David,   After a couple of months of complaining to PayPal and Xero it finally got resolved.  Xero blamed PayPal and PP blamed Xero.  Eventually after lodging multiple help desk requests something was fixed in the backend.  It was something to do with changing me to a business account?  I then had to reset my PP password and log in and it finally worked.  Hope this helps you.    ...
