I had a similar situation ! I was shipped an incorrect item and Pay Pal made it impossible for me to receive a refund telling me I had to return the item which would cost more to ship back then my refund. Further more they drug out the refund and return talks so long that I can not dispute the charges on my credit card ! Pay pal is as sketchy as the company that sent me something completely different then I ordered.
