I encountered the same issue with a Chinese company.  They listed an inflatable mattress with folding frame for $29 on Facebook.  I thought it was a steal and placed the order.  I received a U-shaped inflatable neck pillow.  I contacted the company and they gave me the run-around.  When I contacted PayPal, provided evidence of the mistake and possible fraudulent business tactics this company was doing, they only agreed to a return of the said wrong item.  I come to find that the USPS doesn’t issue tracking information on shipments to China and the other carriers are 3 times as much.  No tracking number, no proof.  When I brought this up to PayPal, they closed my case in favor of the seller. So lesson learned from this ordeal, don’t buy from China and it the price is too good, it probably is.  PayPal should know better and should be able to recognize these crooked sellers but choose not too.  Apple Pay is sounding better and better everyday. ... First thing you need to understand is PayPal doesn’t care about you or your problem, only the percentage they make on every transaction.  Since the separation from eBay, the service from PayPal is only getting worse by the day.  There is no buyer protection, you get more protection from your bank or credit card.  PayPal is a shell of what it used to be.   Second, China subsidizes all mail out of China.  Why do you think packages from China to the US is usually free to the seller?  But when you try to return or ship something to China, it costs a fortune.  The Chinese government wants to flood the world with cheap knock off Chinese products.  They calculate their GDP on what they make, not what they sell.  Ever hear about the ghost cities in China?  On the books the Chinese government did great but in reality less than 10% of those ghost cities are populated.  It’s a complete waste of money but they always keep the books showing the country is in the black.   My recommendation is don’t buy Chinese.  Find a domestic seller that isn’t Chinese and buy the products you need.  eBay is notorious for allowing sellers to register as local but ship from China.  At least then you know you can return a defective item without worry.  Good luck! ...
