Earlier this year (January) paid fees for a conference in October. They cancelled the conference two months ago. Contacted them last week as no refund had occurred. Apparently they've issued refunds for everyone except those that paid with PayPal. Their excuse is that PayPal hasn't given them a way to do so. (Obviously not true) Filed dispute that merchant is failing to provide service/product. The reply from PP is that since it's over 180 days they can't do anything, even though service wasnt to be provided till October. Ther merchant isnt even disputing that a refund should be issued. What can be done?
