when I try to transfer funds to my friend & family member or make a payment to any eCommerce site like zoopuls, Rinkit or screwfix for products so PayPal declined my Payment and customer care agents unable to help me. They suggest me to clear cookies and caches then i got lost my paypal access. then i changed my pass using security questions and got back access.
