BEWARE. I was charged 13%+. A little over 12% for the transaction and another 1% for an instant transfer. I only did the instant transfer because the FREE standard transfer no longer works. They make you use EDGE/BING (I've always used Chrome in the past) and then you're routed around to relink your bank info to a third party, "Y....."Y" wants your bank passwords in addition to account numbers. Obviously not safe. I just took PayPal off my ebay seller account. Also taking them off my website payment options.
