I did finally speak to someone on the phone who told me that it's a discontinued feature. After all of the BS of running around I got so sick and tired of PayPal that I decided to take my business to a regular credit card payment systems supplier. There's a small monthly charge but I have a rep who is very good at listening, responds to text messages, gives me good ideas for how I manage my biz, and a lot more. He even helped me brainstorm a better way of doing CC business. BUH BYE paypal. PS: I use Priority Payment Systems.
