@Steve239 When you add a new card (rather than update an old one) then yes a fee is charged to your card with the 4 digit code, take the code and go enter it next to the card you have added in your paypal account and then the fee is refunded (may take 'up to' 30 days) to show back on your card although normally its a lot quicker than that (country dependent).
