While testing my Paypal integration in the past, there was an option to force payment review on all payments going into my sandbox account. While this option is still there, there seems to be no way to actually complete a payment that was held for review using this option in the sandbox anymore.   This link describes the way that it used to be done in the past. Under "Testing Payment Review" it indicates that you could go to the bottom of the transaction page for a held payment and click "accept" or "deny." This seems to no longer be an option.   I need to update my integration and getting this behavior tested correctly is extremely important due to the volume of echecks we receive.
