I also have this problem. I think our account was compromised and the 2FA may have been set up by the hacker? Either way, I share your frustration. Every few weeks, I go in circles with PayPal support representatives who just keep telling me how to reset my password with no capacity to escalate the case to someone who can actually help. While I was originally empathetic given the staffing concerns related to COVID-19, I have more than lost patience.
