I had the same issue and the app directed me to call 0800 8866 8310 (Austria) which is an invalid number, the correct number is 0800 968751. Pretty poor customer service. Logon to the web worked well, so I deleted all phone numbers (even when they were confirmed and I could receive the PayPal SMS through them) and added them again on the web site. Then uninstalled and reinstalled the app (was most likely not necessary) and logged in and then it worked again.
