Similar scenario. Ordered toaster oven. Received tracking number from China instead of Sacramento CA..... According to tracking number product delivered to different state. Opened dispute with Pay Pal for not delivered item and waiting for resolution. Pay Pal taking money from account immediately but very slow on resolution and returning money even there is clear evidences of fraud.
