got answer from google .... Have you checked your card to see if it was charged? If the credit card was confirmed by PayPal already, your card would have been charged the $1.95. They don't put the charge back on your card (why not is a good question!), rather they put it into your PayPal account (and go figure, they call it a "bonus"! What bonus??? YOU paid for it, it's not "free"!) - your $1.95 should be in your PayPal account. If they didn't confirm your card before you closed it, I'd think you would have been informed via email by PayPal that they couldn't confirm it. So, check your PayPal account to see if the $1.95 is there. If not, check your credit card to see if they charged it. If they did and they didn't put it in your PayPal account, then contact your credit card company and ask them to do a chargeback on the $1.95.
