How to report problem of the same transaction for ...

I ordered an item on fb on 19/4, did not receive any confirmation and the seller did not reply my emails, thus I filed a claim on 19/5 for "item not received". The seller supplied a tracking no to paypal and payapal has closed the case in fav of the seller. I received the parcel in June, but it was not the item I ordered.  Now I want to open a new case for "item significantly different" for this transaction, but there are only 2 options after I selected the transaction to report a problem. They are "report unauthorised activity" and "billing issue" which both are not relevent. I tried to click on both of them but I could not proceed further as the following questions are completely irrelevent. I have contacted the seller again, but no reply from them, called paypal office, they are closed due to the covid19 pandemic, and even the online message system is not helping either.  What should I do now?  p.s. I tried to click on other transactions, same thing appears, there was no "item not received" or "item signigicantly different" options. It looks different to the first time I filed the claim.    ...
