Steamer 471, Paypal is one of the more frustrating companies I have ever dealt with.    I bought two pair of boots from Newchu in early January n no boots were ever shipped. So I called on Paypal to make it right. They have not and here it is in July now.    After Paypal initially inquired with the seller a 5 inch by 5 inch envelope containing one curtin tieback with a value of under $2 ws received by me with the matching tracking number Newchu gave Paypal. Clear evidence no boots were ever sent out, as they couldn't be shipped in such a small package. So what does Paypal do? Rather than refund my money they change the status to "not received" to "not as described".  !!  After a series of "we're waiting for the seller's repsonse" and a Paypal assurance this would be tyaken care of by the first of June the onus was then put on me, and I had roughly 10 days to comply or they'd find in the sellers favor: I had to show proof and a tracking number for returning the valueless curtain tieback and nothing that resembled the boots I paid for. The seller was NOT required to show proof thy had ever shipped me boots. Obviously Paypal wishes to be on the sellers side, so now I'm angry.   I shipped the curtain tieback back to the seller and sent Paypal a copy of the receipt. Not good enough for Paypal. Now they want to wait until the seller advises they rec'd the return item that they will trashbin when it arrives. They don't sell curtain tiebacks.    It has now been 5 weeks since I sent the return and no action whatsoever. Paypal actually had the gall to tell me it would not be "fair to the seller" if I rec'd a refund before Newchu got their valueless curtain tieback returned to them. And as proof that Paypal service reps don't actually look at the cases they discuss with you they said I can send the package back to Newchu using Paypals shipping or ask my credit card company to step in. I paid for this with cash via Paypal, which the rep would have known had they looked and had already twice sent proof to them that the item was returned 5 weeks ago with a tracking number, again a fact the rep would have known had they looked.     So say I'm deeply disappointed with PayPal and no longer have any trust in their buyer protection is an understatement. Worse than this is Paypal still allows Newchu to proudly display that all purchases are covered by Paypal's buyer protection plan so you can feel safe buying from them. Pretty much the same story here. Ordered two pairs of boots first week of January, a month later rec'd a stock reply that the shipping was at the "International shipping center". I replied back asking for a tracking number and nothing. So two weeks later asked again and got the same answer I got before. Shipment was at the "International shipping center" and still no tracking number.   Opened a case with Paypal the first week of March, and in my foolishness thought PayPal would have my back. They gave Newchu two weeks to respond. On day 13 they sent a tracking number. Two weeks later I rec'd one 5"x5" envelope containing one curtain tieback with a value of $1.19. Notified Paypal who gave them another couple of weeks to respond. Now we're well into April.    Then Paypal makes it into a NEW claim, "Not as described" and gives the seller another couple of weeks. May is beginning with no end in sight. Started a back and forth on-line discussion with Paypal customer service. this took two days because Paypal did not have enough reps to respond in less than several hours. Anyway they eventually agreed that they would resolve this by June 3rd, that they had to at least give the seller one last chance to reply.    Imagine my surprise to see that on June 6th MY response was required. Why? Because PayPal was giving me 6 days to return that $1.19 curtain tieback at my expense and upload proof with a tracking number and shipper name or the case would be closed in the sellers favor! Seriously?   Well **bleep** them, now it's no longer just about the money. I packaged that tieback, sent it to that Chinese address with a customs tracking number. I fully expect Newchu to say they did not receive it as I strongly suspect the address given to me only in Chinese doesn't actually exist. We'll see what Paypal does and I'll update this. ... Paypal needs to reconsider who the companies they allow to use Paypal, and who Paypal profits from. Instead they allow plainly fraudulent sellers racking up hundreds of complaints to continue using Paypal to receive orders.    I was on the receiving end of the same type of scam here, ordering two pairs of boots for approx. $100 from China but receiving one curtain tieback valued at $1.19 according to packaging. I first reported it to Paypal and requested a refund March 3rd for an order placed the first week of January, nothing received, and a non-communicative seller. Certainly a case for seller protection, right? Instead a decision was put off for another several weeks while Paypal contacted the seller. The seller response was to supply a non-trackable shipping number and claiming it was boots.    After a few weeks I rec'd a 5" by 5" package with the shipping number supplied by the seller containing one curtain tieback. Now i should have been obvious to anyone that the seller was committing a fraud. Forwarded a photo to Paypal. Their response? Instead of refunding my money they gave the seller another month to respond. Three weeks ago I had run out of patience and contacted Paypal reps who could only reply via messages. They finally agreed the issue neeed to be settled and promised to do so the first week of June. Their solution? Return the $1.19 curtain tieback in the 5" x5" pacakge to the seller who gave me a shipping address only in Chinese. Oh and rather than several weeks allowed for me to respond just as they gave the seller, they gave me just 10 days.   They've also allowed the seller to avoid a refund for several more weeks relying on them to confirm they receive the curtain tie-back first. And I'll assume if the seller claims they did not get it the onus will be on me to track it and supply proof of deleivery, assuming of course that the seller actually gave me a valid return shipping address. if they did not.   So here it is 6 months later and no resolution, and Paypal continues to be a payment provider for the fraudster and recieving a percentage of each transaction. Yes I've come across hundreds of similar complaints against this specific Chinese seller in the weeks since I ordered those size 10 boots. I'm positive Paypal has too.  ... View more
