my friend tried to send me payment and he received this in his email : "We have identified a risk with your payment. The transaction was therefore declined. Amount: $ 1.08 USD Transaction code: 50T42257EN387050P Recipient: (my name) Unfortunately, we cannot complete this special transaction. I cannot receive any payment for my paypal account

Hello  So i made my paypal account today , fully verified it both email and cc , also sent my national id to paypal support the problem is i can only send payment but i cannot receive it. I'm both a seller and a c# developer , paypal is an essential payment method for my clients.   I'm from Algeria it says that i can receive payments also i have a friend of mine who is also Algerian he can receive payments with no problem  What i can do ? ...
